As part of Te Puna Aonui, Oranga Tamariki has welcomed 2 new workforce capability frameworks to support responses to family violence.
About the frameworks
The frameworks are the first step in delivering Te Aorerekura – the National Strategy and Action Plan to Eliminate Family Violence and Sexual Violence.

- Specialist Family Violence Organisational Standards (SOS)
This framework focuses on what an organisation needs to deliver specialist family violence services. - Entry to Expert Family Violence Capability Framework (E2E)
This framework describes the skills and knowledge people need to respond and work effectively with people impacted by family violence and/or who use violence.
Both frameworks were developed over a 3 year period with tangata whenua and tauiwi leaders from the specialist sectors, Government officials and representatives of communities and victim-survivors.
Supporting whānau and families
To eliminate family violence we need to continue growing skilled, culturally competent and sustainable workforces.
This capability includes how we respond safely and effectively to tangata whenua, children and young people, older people, Pacific peoples, people from ethnic communities, and Deaf, disabled and LGBTQIA+ people.
Te Puna Aonui have heard that services need to work better for all people, and these frameworks will show all of us where we can make improvements to achieve this.
They will also help ensure all people who use violence receive safe and effective responses that hold them accountable, support behaviour change and address their past trauma.
Using the frameworks
At Oranga Tamariki, we can use these frameworks to support our kaimahi with, for example, future training opportunities.
Other agencies we will work with are the Ministries of Justice, Social Development and Health, and Te Puni Kōkiri, NZ Police and Ara Poutama Department of Corrections.
Generalist and specialist workforces can also use these frameworks to support their work with individuals, families and whānau impacted by family violence.
