Internal assurance review of data access and management

This is a report of how we agreed to share data and oversaw its use by Waipareira Trust and Manurewa Marae.

This report reviews our contracts and data practices with Waipareira Trust and Manurewa Marae.

The report focuses on what data we agreed to share in our contracts with them, the data we provided, and how we oversaw its use. It also reviews how our contracts defined and protected against a conflict of interest.

The review found no areas of immediate concern. But it notes some internal processes and areas of our contracts that could be strengthened.

This report is an independent review completed internally during an inquiry by the Public Service Commission.

Background to the report

Oranga Tamariki was made aware of allegations about the misuse of data by Whanau Ora Commissioning Agency, the Waipareira Trust, and Manurewa Marae in 2024.

In 2024, the Public Service Commission began an inquiry on the protection of personal information. We were 1 of 6 agencies involved, as we fund services with Waipareira Trust and Manurewa Marae.

During the inquiry, the Chief Executive of Oranga Tamariki requested an independent, internal review on our information sharing processes and contracts.
