Residence Grievance Panels
Grievance Panels monitor and investigate complaints made by tamariki and rangatahi placed in Care and Protection or Youth Justice residences. Members are appointed by the Minister for Children.
About Grievance Panels
Each Care and Protection or Youth Justice residence has a grievance procedure in place as set out in the Oranga Tamariki (Residential Care) Regulations 1996. The grievance procedure provides a forum for rangatahi to articulate their concerns and to have their complaints dealt with fairly to ensure that Oranga Tamariki meets its legal obligations to provide a safe and rehabilitative environment for rangatahi. Every tamaiti and rangatahi placed in a residence has the right to access the grievance procedure to lodge a grievance and the right to advocacy.
A Grievance Panel is appointed to oversee grievances lodged as part of this procedure. Each panel member is appointed by the Minister for Children on the nomination of the Chief Executive of Oranga Tamariki, following consultation with the Principal Youth Court Judge, the Principal Family Court Judge, and the Children’s Commissioner. Each panel also includes a tangata whenua member from the area in which the residence is situated.

Tāmaki Makaurau
- Korowai Manaaki Youth Justice Residence in Manukau which can house up to 46 tamariki and rangatahi.
- Kaahui Whetuu Care and Protection Residence in Manukau which can house up to 10 tamariki and rangatahi.
- Whakatakapokai Care and Protection Residence in Manukau which can house up to 15 tamariki and rangatahi.
Bay of Plenty
- Te Maioha o Parekarangi in Rotorua which can house up to 30 rangatahi.
Te Whanganui-a-Tara
- Epuni Care and Protection Residence in Te Awakairangi which can house up to 20 tamariki and rangatahi.
Central North Island
- Te Au rere a te Tonga Youth Justice Residence in Te Papaioea which can house up to 30 rangatahi.
Canterbury
- Te Oranga Care and Protection Residence in Ōtautahi which can house up to 10 tamariki and rangatahi.
- Te Poutama Ārahi Rangatahi (Harmful Sexual Behavior programme) in Ōtautahi which can house up to 12 rangatahi.
- Te Puna Wai ō Tuhinapo Youth Justice Residence in Roretana near Ōtautahi which can house up to 40 rangatahi.
Southern
- Puketai Care and Protection Residence in Ōtepoti which can house up to 8 tamariki.
